Public bug reported:

Binary package hint: language-pack-fr-base

After upgrade from Gutsy to Hoary (around May 30) Firefox is since in english instead of french.
In Gutsy I was using the mozilla-firefox-fr-fr package that provided translation. I removed it after the uppgrade but it did not fix the problem. 3 weeks later Firefox is still in english.
/usr/lib/firefox-addons/extensions/langpack-fr at firefox-3.0.ubuntu.com/ is correctly installed, but is not used.
My default language is French.

It appears that translation of Firefox is managed differently with Firefox 3.0 than with Firefox 2.0. So I suspect that there is a bug in the upgrade process.

Reinstalling the language and rebooting fixed the problem :
  sudo aptitude reinstall language-pack-fr-base
