vlad says about the bug (https://bugzilla.mozilla.org/show_bug.cgi?id=422179#c9) that 
"Mozilla doesn't scale the images at all -- we hand off the image and a transform to RENDER, 
which needs to do the scaling.  The issue is that the
version of pixman that's currently shipped with all X servers doesn't implement
EXTEND_PAD, which we need to get correct behaviour at image edges."

I'm a noob, and this bug is really bothering me. I have my account of the problems on ubuntuforums:
