I can confirm this with another Dell Inspiron **20:

Dell Inspiron 1720
Geforce 8600M GT

I can also confirm Nephilm's comment about the window decorations.
Using any emerald theme except the "pixmaps" theme leads to the slow tab
workings.  However, when I opted to use kde-window-decorator instead of
emerald, tab switching is as reliably fast as anything else.  I also
read somewhere else that metacity for gnome users had the same effect.
Looks like this is a compiz/emerald bug.
