Still reproducible on the latest Firefox 3 trunk (built in Jan 10 2008)
with the flash plugin that shipped with gutsy (not the recently released
version)

Example site:
www.adslgate.com
The flash banner that is *under* the SpeedTouch ad still catches the mouse scrolling.
