I changed it back to 'Firefox' in the Preferred Applications dialog,
with 'Open link in new tab' selected, and now it is working.

Please note that this was a fresh hardy installation where I copied over
my entire home directory from a gutsy computer, then logged in with this
user.  When I first noticed the incorrect behavior, 'Firefox' was
selected as the preferred application, so I don't know why that didn't
work in the first place.  Apparently, changing it away from Firefox,
then back to Firefox fixes the issue.  This may still affect users
upgrading from gutsy or earlier.
