Please tell us about what solution you are talking. I'm main developer of Ubuntu-based distribution and new Baltix operating system users are very unhappy, because they can't install flashplugin :(
I found adobe-flashplugin package (it has newest flashplugin, ver 10.x) in Ubuntu partners repository, but it seems this package doesn't work with Firefox 3.0.3, only with Firefox 3.0.4
I'm thinking about creating "dumb" flashplugin-nonfree package, which depends on adobe-flashplugin package and put both packages in Baltix distribution repository.

Maybe someone can tell if there are any important problems with adobe-
flashplugin package or tell me better solution?
