No this bug is in Ubuntu. Firefox is part of "ubuntu-desktop" and
officially supported. Every gtk application in Ubuntu has the input
method menu, except firefox. So Ubuntu is inconsistent.

Usually I want to switch input methods to write messages with
mathematical symbols or to write in other languages. I can't do this
directly in firefox, I need to write it in gedit then copy and paste to
firefox.
