flashplugin-nonfree is a installer package as Adobe doesn't allow do redistrbute the flash plugin. So flashplugin-nonfree downloads it during installation from adobe.com and installs it into the correct directories. Therefore dpkg doesn't know of the additional files.
Check the contents of e.g. /usr/lib/firefox/plugins/ to see that the plugin is really there.
