[Bug 254863] [NEW] Rendering select tag on page refresh

Public bug reported:

Binary package hint: firefox-3.0

Firefox 3.0.1 exhibited an abnormal behavior while rendering a select
tag on page refresh.

I have a page with following select tag

<select id='booga' >
<option selected="selected">First</option>
<option>Second</option>
</select>

I changed selected option to "Second"  and refreshed the page. The
response sent the same select as above.

Though it was expected that option First would be selected, it didn't.

Browser caching is turned off. This works as expected on Firefox 2 and
Safari
