I can reproduce this same bug on mine (Hardy on AMD64 with Firefox 3.0
b5).

In addition to the "Set Desktop Background" button doing nothing, the
dialog initially does not show a preview of the image. It will show a
preview if you change the scaling.

* Note: I was able to get it to work again by changing the "Color"
selected in the "Set Desktop Background" dialog. After changing the
color, I was able to successfully set the desktop background by clicking
"Set Desktop Background". Subsequent attempts to set the desktop
background worked fine, except that the "Color" item would always revert
to black.
