[Bug 144502] gnome panel crash doesn't restore notification icons

Public bug reported:

Binary package hint: firefox

when gnome-panel crashes it reloads itself (good) however the
notification area gets reloaded without icons. The icons that should be
there have their own little "windows" and I can move them about the
screen, I am still able to access the functions of that icon but I would
like to know why it doesn't reload them into the notification area
