[Bug 140598] Re: lightning-extension doesn't have language packs

I created a lightning-extension-locales package which gives language
support for lightning-extension based on concept of the language packs
for Thunderbird  ( language pack addons ). I think that it would be
important to bring that language support to Lightning and that these
packages can't affect the stability of Ubuntu has they are very simple
addons for lightning-extension.

This package has been all tested and works 100%.
