[Bug 138183] major cosmetic issue with page header during scrolling (SF.net link)

When first scrolling down, and then scrolling up, the header for this
page duplicates itself while scrolling up, in the amount that you have
scrolled down (i.e up to, say, 10-15 copies of the header).

This is the only page I have seen this on.

x86_64 SMP kernel, nvidia go 7600 w/ newest nvidia drivers, desktop
effects enabled.
