I see this bug on gutsy.  An strace reveals that signtool is trying to
open "nss/libfreebl3.so" which is under /usr/lib (libnss3-0d) but it is
not resolving the location properly.  This may be a side-effect of rpath
being disabled by a debian patch.

A workaround is to do "ln -s /usr/lib/nss" in the directory where you're
running signtool.
