[Bug 161971] auto scroll to the beginning of page

Public bug reported:

Binary package hint: firefox

Context:  loading long pages
[http://www.codeproject.com/cs/database/sqldodont.asp?df=100&forumid=13472&select=2189723#xx2189723xx
for example].

Actions:
a) user asks firefox to load page
b) firefox starts to load page
c) firefox loads part of page
d) user starts reading part of page
e) user read several pages of part of page
f)  firefox fetches some more data [several times]
g) suddenly firefox decide to scroll to the beginning of the pages
h) user gets angry because now user must scroll pages that user already read.
