[Bug 94322] Don't show warnings for non-dangerous HTTPS situations

A new Firefox profile shows confirmation alerts related to situations
that are either well-known or not dangerous. This is counterproductive,
because it further encourages people to ignore confirmation alerts even
in situations that *are* dangerous. And it provides a poor first-time
experience for people browsing the Web, particularly since many Ubuntu-
related sites are served over HTTPS.
The situations are:
* entering an HTTPS area (pref("security.warn_entering_secure.show_once", true);)
* leaving an HTTPS area (pref("security.warn_leaving_secure.show_once", true);)
* submitting an insecure form, e.g. doing a Web search
(pref("security.warn_submit_insecure.show_once", true);).
In the upstream bug report there is a patch setting these prefs to false
for new profiles, but for some reason it hasn't been applied.
