If I recall correctly, I was in an otherwise-empty desktop doing a
software update.  Something crashed during that and the apport dialog
came up.  It tried to bring up a browser so that I could comment, and I
got another crash dialog.

I haven't seen it again; if it's hard to reproduce I don't object to you
closing this bug.
