That is current behavior.

All of the dupe notifications are occurring _because_ people are
notified to the master bug, in this case bug 72018.  If they were just
subscribed to the smaller duplicate bug, then they would never be
informed of further discussion or status changes to the bug since
developers will only be looking at master bugs to fix problems.

I just filed bug 91212 about this scenario, describing the method I
propose to fix this problem.
