[Bug 122969] Does not handle mailto URI according to standard

Hi,

Most web publishers use the email URI like this:
mailto:address at provider.tld

The above behavior is supported by Thunderbird. However the specification says addresses should have a name proceeded by an address wrapped up in single brackets like this:
mailto:Full%20Name%20%3Caddress at provider.tld%3E (escaped: Full Name <address at provider.tld>)

The above URI is NOT supported by Thunerbird. Thunderbird gets focus
from web browsers, but does not open a composer window and populates the
receiver field.

Note that "mailto:Full%20Name" is not valid according to the standard,
but SHOULD pre populate the receiver field and suggest addresses from
the address book (if possible) too.
