You misunderstood me. If you right click inside the bookmarks menu (or
any similar menu) on an area that is covering the web page (not, for
example, another toolbar), the bookmarks menu will be opened AND the
context menu of the page will be opened.

Even if a menu such as the bookmarks menu is covering a portion of the
page, right clicking on that portion of the page will open the menus of
both the bookmarks menu and the page.
Also, doing something that closes context menus, such as clicking
somewhere on the page, will only close the context menu of the page,
leaving the one from the bookmarks menu still open until you click one
of the options.
TestCase:
1 open Firefox
2 click on bookmarks in toolbar
- 3 while bookmarks is open right click anywhere inside the bookmarks menu and you should see it.
+ 3 while bookmarks is open right click inside it in an area covering the page
+ 4 both the bookmarks right click menu and the page right click menu should pop up
