[Bug 36544] Re: suggest to install the proper package if a plugin is missing

This need some development on the plugin finder service. Though upstream
cannot directly make use of that feature, there should probably be hooks
in upstream code to allow distributors to extend plugin finder service
in such a way, that users get suggestions on packages as well.
