[Bug 86089] FHS violation, wrong install location

Public bug reported:

Binary package hint: flashplugin-nonfree

On bug #80545 it was reported that /usr/lib/flashplugin-nonfree-
unpackdir was breaking FHS. The fix commited for that bug changed
/usr/lib/flashplugin-nonfree* to /var/cache/flashplugin-nonfree*. This
fix actually creates a new bug that also breaks FHS.

The only dir that should have been moved to /var was flashplugin-
nonfree-unpackdir. The flashplugin-nonfree directory should have stayed
in /usr/lib as it's a binary package that is architecture dependent.
