It is still bc.of  usability. I just checked this more then 3 month
after I found this and inspite of several updates Ubuntu performed in
the meantime this still persists.

As clearly can be seen: The devoloper planned  that there should be the
choices of closing the download-window, execute the (downloaded) file or
open the download folder. What a waste of work if the buttons are there
but don't work as they should.
