[Bug 175312] language priority doesn't work

Binary package hint: firefox

I select Galician as primary language in Advanced Preferences, Languages
and Spanish as second one, but when I enter a page that is spanish but
no in Galician, page appears in english. I've probed with gmail.com ando
other pages.
