Merge ubuntu-motu at lists into ubuntu-devel-discuss at lists?

I had a discussion about this with Rhonda (packages.ubuntu.com
maintainer) in #ubuntu-motu just now. It turns out that we can change
this here:

Leaving this note since if we decide that we are going ahead, then this
is what we should change to point to ubuntu-devel-discuss@ instead.
