It wouldn't be useful to email Debian developers as a whole about it.

If the previous maintainer doesn't respond, the other thing you can do is
file a 'Request for Package' bug https://www.debian.org/devel/wnpp/requested
using the Debian bug tracker.  https://www.debian.org/Bugs/
