I can install it correctly. Are you sure you have full upgraded your
system correctly?
What happens if you do:
$ sudo apt install libgd3:amd64 libgd3:i386
?
2.2.5-5.2ubuntu0.19.10.1 version of libgd3 is not present in focal.
It should be:
$ rmadison libgd3 -s focal
libgd3 | 2.2.5-5.2ubuntu2 | focal | amd64, arm64, armhf, i386,
ppc64el, riscv64, s390x
On all architectures.
