Update of HDF5 and hdfview in Bionic

Dear Robie,

thank you for your response. According to the document, I come to the
following conclusion:

1) Package hdfview (and related)

Severe regression - needs update / removal: The program is not able to
load *any* HDF files, makes it basically useless.

2) Package libhdf5-100 (and related)

Potential problem with user data - update desireable: Even though the
version of the packages in bionic (1.10.0-patch1) does not delete any
user data, in a multi OS environment the Ubuntu bionic users might be
unable to read/write/modify data from other users with a higher version
of the libraries (> 1.10.3). The HDF Group (authors of the library)
stresses at least to use version 1.10.4. Packages in this version are
avaible starting with disco and could be backported.

I have no experience with packaging, but am willing to help.

Best Markus
