how to compile ipsec-tools in ubuntu16.04 64bit

i do project which should use ipsec-tools.
i found that ubuntu has offer a 'ipsec-tools' package in ubunut16.04, i can
use 'apt install ipsec-tools ' to install it .
but when i downlad the source code and compile it, compileion failed.

the error is : miss some header files (like net/pfkeyv2.h,netinet/ipsec.h
)of linux kernel 2.6.x .

what should i do if i want to compile it in ubuntu 16.04 with linux kernel
4.6.xx.
