How to contribute with a package

Hello Ubuntu maintainers,

I would like to contribute with a program (of my authorship) to Ubuntu 
repositories. The program is called SharpBayes. It is a Bayesian Network 
and Influence Diagram editor and engine. My web site is:

Anyone interested can find debian packages there.

The code has not been open-sourced yet, but I am willing to do so.

How should I proceed?
