It can most likely be updated, but needs a volunteer to contribute the
update. See https://wiki.ubuntu.com/SecurityTeam/UpdateProcedures for
details on how to contribute.

It looks like the required patches are identified at
https://people.canonical.com/~ubuntu-security/cve/pkg/vlc.html, so just
needs someone to put the patches together, test, etc.
