Update request for the libtinyxml2 package

Dear Ubuntu Maintainer Team,
recently a problem with the tinyxml2 package became apparent in a project (
https://github.com/ros/rospack/issues/77).
The problem is related to the occurrence of multiple declarations in a XML
file.
A merge accounting took place in the of last year solving that problem.

As the changes are quite small, local and further don't change the behavior
of the library I would like to ask if this patch can be integrated into to
packages maintained by you.
