You may be able to avoid an Ubuntu delta (and then having to separately
get a merge sponsored after every update in Debian) by using
"dpkg-vendor --derives-from Ubuntu" in debian/rules in Debian, to
dynamically get different behaviour on Ubuntu without needing a
specific delta.

If the Debian maintainers are happy to maintain this change in Debian,
that is.
