ldc package for trusty

Looks like ldc 0.10.0-0~exp2 was removed from Trusty because of:

Debian currently has 1:0.13.0-1 packaged, but there are a number of
problems with it (listed on https://packages.qa.debian.org/l/ldc.html).

Looks like 0.14.0~alpha1 exists but has not been packaged by Debian
(maybe because it is alpha?)

If all of these issues can be fixed, I see no reason why the package
couldn't be reinstated in Utopic. The easiest route is to fix the issues
in Debian - and then Ubuntu can sync.

Once in Utopic, it could be backported to be made available to Trusty
users: https://wiki.ubuntu.com/UbuntuBackports
