I think you can create Ubuntu chroots on a Debian system quite easily. I
believe debootstrap on Debian understands "saucy", "trusty" and so on,
so you should be able to get it operational with sbuild.

I'm not aware of any build machines made available for general use to
Ubuntu developers or DDs. We generally just use our own machines and
sbuild, etc. You can use a Launchpad PPA for builds, but the build lag
usually means that it's easier to test locally before uploading to one.
