that only works if the dependencies in precise and raring are binary
compatible.
If not you have to rebuild.

For each series the version must be different if the source is not the
same, so you have to change the version in addition to the series in
changelog. E.g:
mypackage (0.13.2-1~ubuntu12.04~ppa1) precise; urgency=low
and
mypackage (0.13.2-1~ubuntu12.10~ppa1) quantal; urgency=low
