from PPA to repo

Hello MOTU,

I have been keeping an updated version of a package that seems to be
unmaintained in the Ubuntu repos in a PPA of mine. I was wondering the
process needed to get this package available to the greater Ubuntu
community so that others can benefit from the updated software. The package
is Haxe/Neko.
