Is liboauth-php implementing the PECL PHP Oauth extension?

I was wondering whether your liboauth package here:
http://packages.ubuntu.com/lucid/liboauth-php

is an implementation of the OAuth PHP PECL extension or is something else?
http://pecl.php.net/package/oauth
