Get manual in USC

At the very least you would need to build a Debian Package using the
steps outlined in the Ubuntu Development Guide. I would like to add
though that it might create confusion to have the Ubuntu Manual in the
USC as we already have the Ubuntu Documentation shipped with Ubuntu.
