Last time many of those packages in universe were on images, and there
was certainly no straightforward way to assert that they weren't being
used.  We have never had strong reasons to add particularly extensive AV
application support in main, so it's not surprising that most of it
should be in universe.

It requires consistency across the whole archive, and I won't apologise
for that.  Universe matters.  There is a fallback option of removing
binaries when the source is too hard to port for the time being, but I
would strongly prefer that that not be used as the first resort.
