Package update process

As we are after Feature Freeze and this is a new upstream version, you
should check first the FFe process at
https://wiki.ubuntu.com/FreezeExceptionProcess

If you consider that a FFe is not required, you should then be following
the sponsorship process
(https://wiki.ubuntu.com/MOTU/Sponsorship/SponsorsQueue)

In your case, to request sponsorship, you should:
- Change the state to New
- unassign yourself
- attach the diff.gz (or debian.gz) file to the bug report
- Subscribe ubuntu-sponsors (not assign)

This way, your work would appear in the sponsoring workflow
