fceu package update

Maintainers:

fceu has migrated to fceux, is under active development, and has
released v2.1.  I'm responsible for maintaining the .deb, and I wanted
to update the version here to the official version that we've been
developing.  I'm looking to replace this with the 'fceux' package that
we've made, and create another gfceux package for the GUI.

Can someone point me in the right direction to make that happen?
