A UCD does need a sponsor for any time of upload. The reason for this
is that when you apply to be a UCD, the MOTU Council is looking to see
that you have made significant and sustained contributions to the
development community, and that you have been working well with other
developers. They do not evaluate your technical knowledge. Until you
get approved as a MOTU, which involves having your technical knowledge
evaluated, you will still need to go through a sponsor for all of your
uploads.
