Since I know what REVU is already, I'm really not all that concerned
about whether this subtitle is changed or exactly what it is changed to,
but my initial feedback is:

(1) To be more gramatically correct, I think your suggested new subtitle
should probably be:

  Collaborative Ubuntu package reviewing

(dropping the "s" from packages, and lowercasing a few capital letters).

(2) Your new subtitle is more a description of what REVU is used for,
rather than of REVU itself.  I don't know if that matters.  Maybe
something more like

  A collaborative Ubuntu package review tool

would get the idea across, while keeping the subtitle in the form of a
description of what REVU is?
