REVU: Automated Package Checks

The idea was to have the automatic checks add a comment to the package
on REVU. I think this would be the clearest method of showing the
issues in the package to the uploader and MOTU reviewers. Is this
exposed enough, or should the issues found in the automatic checks be
shown in some other way?
