Attach new .diff.gz file to the bug report and subscribe
ubuntu-universe-sponsor to request sponsorship. Be sure it contains a
watch file or a get-orig-source target to easily fetch upstream tarball.

At this point, there is no need for a Freeze exception, go ahead. For
bonus points, you could document new features included to attract
sponsors, but it's not strictly required at this point.
