PPU Question

After following a conversation on IRC, and looking at the documentation
here https://wiki.ubuntu.com/UbuntuDevelopers#PerPackage.

I am unable to find additional information/documentation to point three
of the above mentioned wiki page.

Point three states:

"are Ubuntu developers (ie: have a vote when the TB and CC are polling
Ubuntu developers) and implicitly members of Ubuntu."

Specifically what is the definition of "Ubuntu Developers" and how does
it relate to the above mentioned point?

Links to any additional documentation greatly appreciated.
