For the record:
Michael's solution was intended to move new contributors to tasks
other than packaging by only allowing direct uploads to REVU to UUC
members, who are supposed to have some minimal packaging skills and so
do better packages. That proposal would also allow other people to get
their packages into REVU, but only using the new (but not yet public)
"Import from PPA" feature, as it would ensure that the package does,
at least, build correctly.
