I believe a simple apturl link on your download site will work. This web
site has some documentation:

I haven't used apturl myself yet - you probably need to tell it that
flashplugin-nonfree lives in the multiverse section. The following might
work: apt:flashplugin-nonfree?section=multiverse
I haven't verified that URL because I'm currently lacking apturl support
here. I'm sure someone will follow up if it doesn't work :).
Another issue that comes up often: When flashplugin-nonfree is
installed, it downloads the flash player from Adobe's website. IIRC, the
name of the tar ball doesn't change when it's updated which means that
the md5sum check inside the package will fail. Every new release on your
website will require the package to be updated. It'd be nice if each
release had its own download location to prevent that.
