I don't see why it's sad if someone cares to "record" it. And although
I'm not a native English speaker, my understanding of "just for the
record" is that Stefan wants to formally express his support for the
banning, which is not really "recording" anything.

First, it's not "ban him everywhere", only on IRC, and only on
development related channels.
I think banning is very appropriate if Marco could not do what the
council suggested him to, i.e. "refrain from contributing to Ubuntu
Development". Although I don't know the exact incident that caused this
banning, if it is the same kind of things Marco used to do in IRC
channels, I also thank and support this banning.
